Exchange visits took place between local actors from the Philippines and India. The aim of these exchanges was to provide local actors with an opportunity for knowledge exchange and mutual learning in the area of CBDRM. Sharing practices and networking are important tools for knowledge exchange, but there is often a stronger engagement and a deeper commitment to action when there is a strong relationship between organisations and individuals.

Hosted by Alay Bayan-Luson Inc. (ABI) and the Center for Disaster Preparedness (CDP), this exchange took place in Aurora, Philippines. The participants from India presented their case studies for mutual learning, but the majority of the exchange was focused on the Philippines and how the community had set up Disaster Preparedness Organisations which engage the most at-risk community members along with local authorities. These Disaster Preparedness Organisations have helped build community ownership of disaster risk management and a culture of working together.  To enhance sustainability of these local organisations, participants agreed that there needs to be increased provision of livelihood support and management of small-scale rice markets.
